Welcome
On behalf of the members of the
Shaw Campus Police and Security Department, I would like to extend
to you our greetings.
The nationwide problem of crime
points to the importance of having confidence in one’s home and
workplace safety. Shaw University is concerned about the safety and
welfare of all campus members and guests and is committed to
providing a safe and secure environment. Because no campus is
isolated from crime, Shaw University has developed procedures to
ensure that every possible precautionary measure is taken to protect
persons on campus. Although we have been fortunate in not
experiencing a significant number of serious crimes, it would not be
realistic to state that such incidents do not occur. To reasonably
prevent such incidents, a competent and trained Public Safety
Department is present.
The University is located on a 100
acre campus containing 25 buildings in the downtown area of Raleigh,
North Carolina. Shaw University is the first historically black,
accredited School of Divinity; with strong program in Business, the
Sciences, Mathematics and Education.
Please be assured that we take the
issue of campus safety extremely seriously, and that Shaw University
is determined to continue its efforts to ensure that our campus
remain safe. To do so, of course, requires not just the efforts of
the Campus Police and Security Department, but the cooperation and
understanding of every member of the Shaw community. Please do your

Mission
The mission of Shaw University’s
Campus Police and Security Department is “to promote and
maintain personal safety, physical and environmental security.”
The Department’s commitment to support the academic mission
includes preventive measures through education and enforcement,
which promotes awareness and individual responsibility in an
effort to maintain a safe and secure environment.
About
Us
The primary mission of the University is teaching with the
commitment to maintain excellence in research and academic programs
that foster intellectual enhancement and technological skills.
Additionally, the University stresses character development, which
includes religious, cultural, social, and ethical values.
Ultimately, Shaw University endeavors to graduate students with
demonstrated competencies in their chosen fields of study. With this
in mind, the Campus Police and Security Department is committed to
partake in the nurturing, molding and educating of every student.
Being officers of the courts employed by Shaw University, we must
develop a way to enforce the infractions and criminal actions of the
community (meaning students) without destroying the model (students)
or image of the University and/or person(s) involved in such acts.
Therefore, our agency is to prosecute one who has maliciously broken
regulations and laws but by way of rehabilitation for those who can
be given a chance to learn from their mishap and continue to move on
with their educational career.
The Department of Campus Police and
Security reports directly to the Special Assistant to the President,
Dr. Claud Flythe. Campus Police and Security performs a variety of
law enforcement tasks including, investigation of criminal activity,
and apprehension of criminals, traffic enforcement, emergency
response, and special security assignments. Campus Police and
Security coordinates criminal investigations with the Raleigh Police
Department, as needed and as part of the community policing/crime
prevention efforts, the department provides seminars on the
following topics:
- Operation Identification
- Survey and statistical
information, and
- Posters, brochures and
safety fliers.
The functions of the Campus Police
and Security Department are:
Securing and Un-securing the
campus- Opening of gates and buildings, turning on and off
lights on campus and making sure areas are clear for staff.
Traffic Detail- Checking lots,
ticketing and towing unauthorized vehicles.
Vehicle patrol and escort
services- Checking up on the community, students going to and
coming from class. Bank and Mail runs, checking in visitors on
campus, etc.
Foot patrol- Manning security
booths, monitoring courtyard area and St. Person and South St.
and ISC.
Dealing with conflict
resolutions among students. Answering phone calls, dispatching
officers, monitoring cameras. Administer parking decals and
clearance citations and provide visitor’s parking passes.
Investigating incidents-
Investigating open and pending cases for the University, case
filing.
Note: Each shift consists of 5-6
officers including the supervisor and telecommunication officer.
Campus
Access
Shaw University strives to maintain
a safe community for its students, faculty, staff and neighbors.
Students, faculty and others
associated with the University will receive either a decal, visitor
pass or hang tag for their car. Any car with this type of
identification can pass the Security Information Center without
being stopped. Faculty, Staff and Students are required to register
their vehicle annually.
Visitors:
Anyone without proper
vehicle identification will be stopped at the gatehouses between 10
p.m. and 6 a.m. The drivers will be asked their name and
destination. Officers may issue a short-term visitor pass, which
expires within 24 hours or a designated time frame.
Special
Events: When a large
number of off-campus guests are invited, a list of guests will be
provided to the Campus Police and Security Department.
Vendors:
Special passes will be issued to regular vendors.
Crime
Prevention
Be Alert!
Your safety depends mostly upon your own attitude and actions. Use
common sense and do not place yourself in a location or situation to
become a victim of crime.
1. Avoid walking alone at
night.
Make arrangements to walk in groups and in well lit areas.
2. Keep your room door
locked at all times.
Locking your door, wherever you reside, is an effective way
to reduce theft and enhance personal safety. The vast majority
of theft occurs from unlocked rooms when the occupant is gone
only briefly. Do not prop open exterior doors and close any
doors that you find open. Propped doors are a high risk to
everyone’s personal safety.
3. Do not lend your key to
ANYONE.
This action could result in an innocent victim. Report lost or
stolen keys to the Campus Police and your Resident Counselor.
4. Report obscene, annoying,
or harassing phone calls immediately.
Campus Police will investigate, and as patterns develop, they
will work closely with the telephone company to apprehend
offenders.
5. Report all security
related maintenance problems.
Locks, doors, windows, and exterior lights in need of
replacement and shrubbery in need of trimming should be reported
immediately to Plant Services 546-8230.
6. Participate in personal
safety and security awareness programs.
Campus Police frequently conduct programs that promote crime
resistance skills.
7. Be
aware of campus crime trends.
8. If you observe any
suspicious activity or wish to report any criminal act, call the
Campus Police or 911.

Policy
The possession, use, or sale of
firearms, ammunition, fireworks, major and minor explosives, or any
illegal weapon is forbidden and subject to University disciplinary
actions as well as criminal sanctions as pursuant to the general
statute(s) of North Carolina. |
